    Samsung Leads Mistral’s €3B Round at €21B Valuation

    Europe’s biggest-ever tech raise buys a hedge against American AI dependence.

    Mistral AI closed €3 billion on Tuesday — roughly $3.58 billion — at a post-money valuation above €21 billion. The company calls it the largest equity round a European technology firm has ever completed. Samsung Electronics led. EQT’s Scaleup Europe Fund and existing investor PSG Equity came in as co-leads.

    Mistral says the capital funds compute capacity, infrastructure, commercial growth, and international expansion. The lab already committed to building 1 GW of European compute by 2030. In August it shipped tools letting customers pick which regions process their AI queries. It has also begun hosting third-party open-weight models, including Chinese ones, positioning itself as a services provider rather than a single-model vendor.

    That last move drew criticism. Some read it as Mistral quietly becoming an inference shop. The company pushed back on Tuesday, framing its frontier research as the base layer underneath its infrastructure, products, and sovereignty claims.

    Mistral is explicit that it isn’t trying to build a European ChatGPT. Its models haven’t gone mainstream, and the go-to-market reflects that. Instead of selling models broadly the way OpenAI and Anthropic do, Mistral sells governments and large corporations a way to use AI while keeping control over where it runs and which models they use.

    The lab now operates in 20 countries, which cuts against the assumption that its business stops at the French border.

    French president Macron posted on X that the round reflects a shared French and South Korean ambition to build a third way in AI. That a funding announcement drew a head-of-state comment tells you how much of Mistral’s value sits in what it isn’t. Not being American has reportedly lifted its revenue as demand for sovereign infrastructure grows.

    But French capital alone can’t match U.S. lab spending. Mistral’s answer has been to go wide: ASML as a major partner and investor, now Samsung. It mirrors what Aleph Alpha did by merging with Canada’s Cohere.

    The cap table stays deliberately mixed. American backers a16z, Nvidia, and Salesforce Ventures returned. Advent and BlackRock are new. The Grand Duchy of Luxembourg joined. Mistral also expanded its Microsoft partnership significantly in July.

    If you buy or deploy AI inside a regulated industry, region-of-processing is becoming a real procurement line item, not a compliance footnote. Mistral is betting your legal team cares more about that than about benchmark scores. Worth asking your vendors now which regions they can guarantee, and what it costs when the answer is anything other than “all of them.”
